How do I renew my Governor’s Cup Scholarship? 

It is not. The GPA requirement is set in Administrative Code and exceptions cannot be made.

Is the 2.7 GPA requirement negotiable? 

The Opportunity Scholarship is need-based, which means 70% of the score given to students’ applications are based on the SAI (Student Aid Index) from the FAFSA and 30% is based on students’ GPAs. A final score is calculated based on the combined need score and the merit score. Applications are then ranked from highest to lowest, based on the final score. The number of scholarships offered is based on how much funding is available that year.

How do you decide which applicants get an Opportunity Scholarship?

The Opportunity Scholarship is a “last dollars” award, meaning it is to assist in filling in the gap in your cost of attendance after other scholarships and grants. If you have other scholarships and grants that come close to meeting your cost of attendance, your Opportunity Scholarship will be reduced so you do not exceed your cost of attendance. Keep in mind that Northwest Nazarene University and College of Idaho are required to the state average cost of attendance when making awards, which is $26,822 for the 2024-25 year.

Why is my Opportunity Scholarship less than $3,500? 

<div>Yes, you can take a leave. Leave requests must be submitted in writing to <a tabindex="-1" title="mailto:joy.miller@osbe.idaho.gov" href="mailto:joy.miller@osbe.idaho.gov" target="_blank" rel="noreferrer noopener">joy.miller@osbe.idaho.gov</a> 60 days before the semester that your leave begins. You must not be enrolled while on leave. Leaves of absence can be taken for one semester or up to two years.</div>

Can I take a leave from my scholarship? 

If you leave mid-year (spring), you are responsible for half of the credits (9 or 12 depending on the school). This means that you must have earned those credits before taking leave to be eligible to renew. If you return from the LOA and want to return to school for the mid-year (spring) semester you are responsible for half of the credits to be completed by Fall.

How are my credits calculated while on LOA? 

In order to be eligible for renewal you must meet the following requirements:
<ul>
<li>You agree to stay on schedule in order to maintain progress towards on-time degree completion: two years for an associate’s degree and four years for a bachelor’s degree; to be reviewed each year by board staff.</li>
<li>Credit requirement (18 credits for two-year institutions and 24 credits for four-year institutions)</li>
<li>Maintain a minimum grade point average of 2.7 while receiving the scholarship.</li>
<li>Be meeting satisfactory academic progress with your institution.</li>
</ul>
You must fill out the renewal confirmation/questionnaire no later than March 1 each year you wish to renew.

What do I need to know about renewal eligibility requirements?

These institutions are required to use the average cost of attendance of the four-year public institutions in Idaho when calculating award amounts, which can be significantly lower than their actual cost of attendance. Many students at these institutions have institutional aid and scholarships up to or even in excess of the cost of attendance they are required to use, which means they are required to reduce the Opportunity Scholarship to $0. You should still renew your award, since your situation could be very different next year.

I am attending College of Idaho or Northwest Nazarene University. Why is my award $0? 

Graduation plans are required for all Opportunity students who have attempted or completed more than 100 college credits, as per the rule 101.04.b

How do I fill out a graduation plan? 

It depends on the institution. Some institutions award earlier in the summer than others. If you are not awarded by the end of September, please email <a href="mailto:ScholarshipHelp@osbe.idaho.gov">ScholarshipHelp@osbe.idaho.gov</a>.

When will I be awarded?

Summer credits can be used to make up deficiencies from the previous fall and spring terms. You must complete the required number of credits for your post-secondary institution during the academic year, which runs from fall to summer. The required number of credits are as follows:
<ul>
<li>18 credits per year for College of Southern Idaho, College of Western Idaho, College of Eastern Idaho, and North Idaho College.</li>
<li>24 credits per year for Lewis-Clark State College, University of Idaho, Boise State University, Idaho State University, Brigham Young University-Idaho, Northwest Nazarene University, and College of Idaho.</li>
<li>For Opportunity Adult Learner recipients, you must complete the number of credits you were awarded for:</li>
<li>6-8 credits: up to $875/semester</li>
<li>9-11 credits: up to $1,312/semester</li>
<li>12+ credits: up to $1,750/semester</li>
<li>If you switched institutions mid-year, you are held to the number of credits at the institution you started at in the fall.</li>
</ul>

 Is it possible to attend part-time in the summer and apply those credits towards the following fall semester?  

You can receive a disbursement in the summer if you have not met your $3,500 maximum yearly amount.

Can I receive a disbursement in the summer if I am not going to use all four years of the scholarship or if I did not receive the full $3,500 during the first two semesters? 

Awardees will receive up to $3,500 each year for up to four years. The institution where the student attends will determine the actual award amount. The Financial Aid Offices at these institutions will look at your cost of attendance (or the state-set cost of attendance, whichever is lower) and whatever is left after grants and other scholarships is what awardees can be awarded, up to $3,500. If a student&#8217;s tuition and fees are less than $3,500 for the year, the funds awarded to them will be reduced to that amount.

Students eligible for Gear Up 3 participated in a Gear Up program from 2018-2025 and if a high school graduate, graduated high school in 2024 or 2025. Funds for Gear Up 3 scholarships are not guaranteed if four years have passed since graduating high school.

This scholarship is for dependents for Idaho residents who were killed or rendered permanently disabled (to the point of unemployability) in the line of duty while deployed to an area of armed conflict. My parent was in the military. How do I apply for this scholarship? 

The individual must have been a resident of Idaho and deployed to an area of armed conflict at the time their injury occurred in order for you to be eligible to apply.

My parent or spouse served in the military but was a resident of another state besides Idaho at the time they were injured. Am I eligible to apply?

The disability determination does need to come from the Social Security Administration. For Public Safety applicants, it needs to be from PERSI.

My parent's or spouse's disability determination was made by Veteran’s Affairs. Is that ok?

We need a recent determination letter (dated within the last five years).

My parent or spouse has a Social Security Determination of their disability from ten years ago. Does this work?

The qualifying injury must have occurred in the line of duty as a public safety officer.

My parent was a police officer and was injured breaking up a bar fight while out with friends. Do I qualify?

The qualifying injury must have occurred in the line of duty as a member of the armed forces. Unless the Russian Army has declared war on the U.S. and was using bears in battle, this does not qualify.

My parent or spouse was a soldier in the armed forces and was injured while fighting a bear when he was deployed to Russia. Do I qualify?

Typically, we need a birth certificate proving your relationship to your parent (or a marriage certificate in the case of a step-parent), high school diploma or transcript proving you graduated or will graduate from an Idaho high school, proof of the total and permanent disability from the Social Security Administration or PERSI, and documentation of service with either a letter from the employer or a DD-214. This last document should show the injury occurred in the line of duty and in the case of a member of the armed forces, showing the injury happened while deployed to an area of armed conflict.

How do I apply?

The death or disability shall have occurred on or after January 1, 1975.
Undergraduate educational benefits shall not exceed a total of thirty-six (36) months or four (4) nine (9) month periods.
The initiation of such educational benefits shall extend for a period of ten (10) to nineteen (19) years after achieving a high school diploma or its equivalency or for a period of ten (10) years after the event giving rise to the eligibility for the scholarship, whichever is longer.

What other stipulations exist?

As long as you have not enrolled in classes you may apply.

I have been accepted to my institution of choice, but I haven’t taken any classes yet. Am I eligible to apply for Idaho Opportunity for Adult Learners scholarship?

No. The Idaho Opportunity for Adult Learners is only for students earning a certificate, associate’s degree, and a first bachelor’s degree.

I earned a BA/BS years ago and I would like to go for my master’s degree can I use this scholarship to earn my master’s degree?

No. You must be an Idaho graduate, home school, or its equivalent to be eligible for any state funded scholarships.

I did not graduate from an Idaho high school, but I have been an Idaho resident for decades, am I eligible?

To be eligible for renewal you must meet the following requirements:

The GEAR UP Idaho Scholarship is awarded to Idaho residents who graduated from an eligible Idaho high school and participated in a GEAR UP Idaho program between 2018–2025. Applicants must have graduated from an Idaho high school in 2024 or 2025. This scholarship is available to both new and renewal students.

Free Application for Federal Student Aid (FAFSA) is required before a recipient can be awarded.

Idaho LAUNCH is a grant program that provides students a one-time opportunity to have 80% of the tuition and fees at an eligible institution covered, up to a maximum amount of $8,000. With approximately 75 million dollars available for Idaho LAUNCH funding, it is possible for this program to offer between 9,000 and 10,000 awards per year!
